Which authority approves your Dubai project?
It depends on where your plot sits, not on what you're building. Dubai has several approving authorities, and each governs a defined set of jurisdictions. Submit to the wrong desk and you lose weeks. The three you'll most often deal with are Dubai Municipality, the Dubai Development Authority, and Trakhees.
Dubai Municipality (DM)
DM governs most mainland Dubai plots. If your project sits on standard mainland land — villas, commercial buildings, most new construction and modifications — DM is almost certainly your authority. It runs the largest share of approvals in the emirate.
Dubai Development Authority (DDA)
DDA governs the design districts and several master-planned communities — Business Bay, Downtown, the DAMAC communities, Dubai Sports City, Motor City, Dubailand, Wasl, and the Springs among them. Projects in those communities answer to DDA rather than DM, with their own submission standards. One catch: in some areas DM and DDA jurisdiction is mixed plot by plot, so the governing authority has to be confirmed from the affection plan, not assumed from the neighbourhood.
Trakhees (PCFC)
Trakhees, under the Ports, Customs and Free Zone Corporation, governs the ports and the Jebel Ali and Palm jurisdictions. Industrial and free-zone projects in those areas go through Trakhees, which applies its own codes and review process.
