Yes. Dubai Municipality requires all building permit applications to be prepared and submitted by a DM-registered engineering consultancy. Only approved consultants can stamp and sign drawings for submission through the Building Permit System (BPS). This applies to new construction, modifications, fit-outs, and change-of-use applications. As a DM-registered firm, Gravity Engineering Consultancy handles the full submission process on your behalf.
For a standard project, the DM approval process typically takes 2–6 weeks from submission, depending on the project type and complexity. Residential villas can be as fast as 1–2 weeks. Commercial and change-of-use applications take longer due to multi-department review. The biggest variable is the quality of the submission — clean, code-compliant drawings that anticipate reviewer comments pass much faster. Our focus on first-time-right submissions keeps timelines short.
A consultant structural report is a technical assessment prepared and stamped by a DM-approved structural engineer. It's required for modifications to existing buildings, mezzanine additions, load assessments, change of use, and regularisation of unapproved works. The report evaluates the structural condition, load capacity, and feasibility of the proposed changes. We produce these reports in-house and submit them directly through the DM system.
Dubai Municipality (DM) governs most of the emirate, while Trakhees handles specific zones including Dubai South, parts of Jebel Ali, and PCFC-governed areas. Each has its own submission portal, review process, and design guidelines. Some projects require approvals from both. We submit to both authorities weekly and know the specific requirements of each.
Yes. Dubai Civil Defence (DCD) issues fire and life safety NOCs independently from the building permit. This covers fire alarm systems, sprinklers, emergency exits, smoke control, and fire-fighting access. DCD approval is required before the building permit is issued. We prepare the fire safety drawings and manage the DCD submission in parallel with the DM application to avoid delays.
DM permit fees are typically AED 1.00 per square foot of built-up area, with a minimum of AED 200. Industrial plots are capped at AED 250,000. On top of government fees, there are consultant fees for design and supervision, which vary by project scope. We provide a fixed-fee proposal upfront so you know the total cost before any work begins.
Yes. We manage industrial facility approvals across JAFZA, Trakhees, Dubai South, PCFC, and DM-governed industrial areas. Each free zone has its own submission process, design guidelines, and review timeline. We handle the full scope — from facility design through authority approval to completion certificate — for factories, warehouses, and logistics facilities.
Yes. Any interior modification — including office fit-outs, retail spaces, restaurants, and gym conversions — requires a permit from the relevant authority. This includes a developer or landlord NOC, DM or DDA drawings, and often a Civil Defence approval for fire safety. The process is typically faster than new construction, taking 1–4 weeks depending on scope and authority.
To get started, we typically need your trade license, title deed or tenancy contract (Ejari), a landlord or developer NOC, and any existing drawings if available. For new builds, a soil investigation report is also required. We provide a project-specific checklist at the start and handle all drawing preparation, so you don't need to have architectural or structural drawings ready.
A Building Completion Certificate (BCC) is issued by the authority after construction is finished and passes all final inspections. It certifies that the work was completed according to the approved permit. You need it to legally occupy the building, connect permanent utilities, and obtain a trade license for the premises. We manage the full completion process including final inspections and documentation.
