What is a Dubai Civil Defence NOC?

A Dubai Civil Defence (DCD) NOC is the fire-and-life-safety approval the authority issues once your design meets its requirements. It is separate from your building permit and runs alongside it — you generally need both. For most commercial, industrial, and assembly projects, and for many fit-outs, the DCD track is unavoidable.

When you need one

A DCD NOC is engaged wherever fire safety and life safety matter — occupancy, means of escape, fire-rated construction, alarm and suppression systems. New commercial and industrial buildings need it. So do fit-outs that change occupancy or affect fire systems. If people will gather, work, or be housed in the space, assume a DCD NOC applies and confirm early.

What it covers

The NOC review looks at fire and life safety as a system: escape routes and travel distances, fire-rated separation, detection and suppression, and access for emergency response. The design has to satisfy the UAE Fire and Life Safety Code of Practice (the UAE Fire Code).

How it runs with the building permit

The DCD NOC does not replace your DM, DDA, or Trakhees approval — it runs in parallel. The risk is the two tracks falling out of step: a building permit that moves while the fire strategy lags, or vice versa. We coordinate both so the design satisfies each desk together, not in conflict.

Common reasons NOCs get held up

Incomplete fire strategies, escape routes that don't meet travel-distance limits, and systems specified late are the usual causes. Designing the fire strategy in from the start — rather than bolting it on before submission — is what keeps the NOC on schedule.
